Thetis MRV is used to submit, verify and approve monitoring plans, emissions reports and reports at company level. Please note that it is very important to update company information and contact details in THETIS MRV.
The required contents and template of a monitoring plan are stated in the Commission Implementing Regulation (EU) 2023/2449, annex 1. The monitoring plan may be drafted using the entry format in Thetis MRV, or by uploading the drafted monitoring plan in a XML template in Thetis MRV.
The NEa conducts a completeness test to determine if an MP (Monitoring Plan) is complete before initiating a full evaluation. Further details about the completeness test are available on this webpage. A preliminary review of MPs submitted to NEa has revealed that many of them have deficiencies in similar areas. This webpage provides a list of these common deficiencies found in MPs.
The verifier assesses the completeness, accuracy, relevance and the conformity of the monitoring plan, the emissions report and the report at company level. It is possible to appoint different verifiers for different ships, the emissions report and the report at company level. The shipping company may contract any verifier that has been accredited by an EU Member State. You can find an accredited verifier via the national accreditation bodies of the Member States. For the Netherlands, this is the Raad voor Accreditatie.
A Maritime Operator Holding Account should opened by the shipowner or the organisation or person that is mandated by the shipowner. In case of a mandated organisation or person, the document stating the mandate shall be included in the registration for a MOHA. You can open a MOHA here.
Submit the verified monitoring plan to the administering authority via Thetis MRV. The Dutch Emissions Authority will approve the monitoring plan and inform you about this via a formal decision. When a monitoring plan is not submitted by 1st June, the NEa may take enforcement actions. The nature of these actions will depend on the specific circumstances of the case.
Check at least annually whether a ships monitoring plan reflects the nature and functioning of the ship, and whether de monitoring methodology can be improved. Update or modify monitoring plans when changes occur.
Article 7 of the Regulation (EU) 2015/757 prescribes in which situations the monitoring plan shall be modified. Take account of the recommendations included in the verification reports in subsequent monitoring and reporting.
