European Commission continues emissions trading for aviation with a limited geographical scope

The Commission has published the outline of its proposal for the EU Emissions Trading System for aviation (EU ETS) during the period 2017-2020.

Limited geographical scope

The Commission is proposing to continue with  the current geographic scope of EU ETS, covering flights between airports in the European Economic Area. "This will ensure a level playing field and equal treatment of all airlines flying in Europe."

Issuance of allowances

The proposal outlines how Member States should deal with the issuance of allowances for the period 2017-2020. This issuance will be based on reduced scope. This means that the allocation in the coming years will be similar to the allocation in 2016. The European Commission will strive for issuance of the 2017-allowances before the end of April 2017.
