Completeness Test MP's
When a MP is deemed incomplete for assesment, the NEa returns the MP to the shipping company with a request for completion. This typically happens when the MP lacks essential information or fails to meet specific requirements outlined by Regulation (EU) 2015/757 and its annexes. The shipping company is then expected to address these issues, update the MP accordingly, and resubmit it tot the verifier and the NEa. This process ensures that all MPs reviewed by the NEa are complete.
A list of the elements screened during the completeness tests is available in the PDF file titled “Elements Completeness Test....” The majority of MPs that do not pass the completeness test fail on either of these three elements:
- On the tab “Company” the nature of the shipping company for the monitoring and reporting of emissions must be listed. The MRV specifies that either the ISM company or Shipowner is responsible for the monitoring plan and subsequent emissions report. Therefore, the option "manager" is no longer admissible. - On the tab “Fuel Tanks” all fuel tanks present on the ship must be listed and a method to determine fuel density must be given for each listed tank.
- On the tab “Fuel types and EF” a method for the determination of density must be given for all listed fuel types.
The completeness test does not assess the contents of the monitoring plan. Please ensure you review this information carefully before resubmitting your monitoring plan for approval.
